difficulty. The salary of the post of Superintendent of Mails is £300 rising to £345 by increments of £15 triennially. At present Mr. Hynes is drawing £270 with free quarters and language allowanc- -es amounting to 822.50 a month or about £27 a year. The Post- -master-General informs me that a knowledge of the Chinese language will be very useful to the Superintendent of Hails and I therefore recommend that Mr. Hynes be allowed to draw his first increment on appointment and to retain his language allowances.
